Dubai Health Authority licenses diagnostic labs via Sheryan, with test-menu declaration and biosafety-level inspection.
A standalone reference laboratory is a licensed facility of its own — built to accept referred samples from clinics, hospitals and insurers across the UAE. We manage the DHA, DOH or MOH classification, biosafety compliance and the accreditation pathway.
A diagnostic laboratory is a licensed facility that performs clinical testing — hematology, biochemistry, microbiology, histopathology or molecular diagnostics — on samples collected on-site or referred in from external clinics, hospitals and insurers. Unlike an in-house lab attached to a medical center, a standalone reference lab is licensed as its own facility type and can serve any number of unaffiliated referring providers.
Depending on the emirate, your lab is licensed by one of three regulators — each with its own biosafety, equipment and accreditation-pathway rules:
Dubai Health Authority licenses diagnostic labs via Sheryan, with test-menu declaration and biosafety-level inspection.
Department of Health Abu Dhabi licenses diagnostic labs through Tamm, with Riayati integration required for result reporting.
Ministry of Health and Prevention licenses diagnostic labs operating in Sharjah, Ajman, RAK, Fujairah and UAQ.
From roughly AED 2.5M for a core hematology/biochemistry lab up to AED 10M+ once molecular diagnostics or histopathology are added.
Typically 6–10 months from site selection to opening day, driven by equipment procurement, biosafety inspection and accreditation-pathway setup.
Labs are inspected against biosafety-level standards matched to their declared test menu, with stricter requirements for microbiology and molecular work.
Most authorities expect progression toward CAP or ISO 15189 accreditation within a defined period post-opening, especially for insurance-network eligibility.
Beyond the standard facility license, diagnostic labs require: a declared and approved test menu matched to biosafety-level inspection, individual licensing for lab directors, pathologists and technologists, biomedical and chemical waste disposal arrangements specific to lab reagents and specimens, a defined accreditation roadmap (CAP/ISO 15189) for hospital and insurer referral eligibility, and Malaffi/NABIDH/Riayati connectivity so results feed directly into each patient's national health record.
