A home healthcare provider is a licensed operator that dispatches nurses, physiotherapists or other clinical staff to deliver care directly at a patient's residence — nursing visits, post-operative recovery support, elderly and palliative care, wound management and medical equipment provision are the most common services. Unlike a clinic or hospital, the license centers on staff credentials, equipment handling and home-visit safety protocols rather than a large physical premises.
Depending on the emirate, your home healthcare operation is licensed by one of three regulators:
Dubai Health Authority licenses home healthcare providers via Sheryan, with a defined home-visit service and staffing framework.
Department of Health Abu Dhabi licenses home healthcare through Tamm, with Riayati integration required for home-visit records.
Ministry of Health and Prevention licenses home healthcare providers operating in Sharjah, Ajman, RAK, Fujairah and UAQ.
From roughly AED 300K for a small registered office and initial nursing team, scaling primarily with staff headcount rather than premises size.
Typically 3–6 months from application to opening, largely driven by how quickly individual staff licenses can be processed alongside the facility license.
The license requires documented protocols for equipment transport, infection control and emergency escalation during a home visit.
Every nurse, therapist or physician dispatched must hold an individual professional license — the facility license is really a license to deploy licensed staff.
Beyond the standard facility license, home healthcare providers need: individual professional licensing for every nurse, therapist and physician on the roster, a documented home-visit protocol covering infection control, equipment handling and emergency escalation, medical waste disposal arrangements for home-generated clinical waste, and Malaffi/NABIDH/Riayati connectivity so home visits are logged against each patient's national health record.
