Across DHA, DOH and MOH, a hospital is a facility offering inpatient beds, round-the-clock emergency care, and at least one operating theatre — distinct from a medical center or polyclinic, which are outpatient-only. Most hospital licenses in the UAE also require a defined set of core departments (emergency, laboratory, radiology, pharmacy) plus whichever specialty departments the facility intends to operate, each individually approved.
