Dubai Health Authority licenses telehealth providers via Sheryan, with a defined virtual consultation and e-prescribing framework.
Virtual consultations, remote monitoring and e-prescribing are licensed facility types in their own right in the UAE. We manage the DHA, DOH or MOH telehealth classification, platform compliance requirements and your DED commercial license.
A telehealth facility is a licensed provider of remote clinical services — video or voice consultations, remote patient monitoring, e-prescribing and follow-up care — delivered without a required in-person visit. It is a distinct, regulated facility category in the UAE, not an unlicensed software layer sitting on top of a clinic; the platform itself, the practitioners on it, and the underlying data infrastructure are all in scope for licensing.
Depending on the emirate, your telehealth operation is licensed by one of three regulators — each with its own platform, prescribing and data-hosting rules:
Dubai Health Authority licenses telehealth providers via Sheryan, with a defined virtual consultation and e-prescribing framework.
Department of Health Abu Dhabi licenses telehealth through Tamm, with Riayati integration required for remote encounters too.
Ministry of Health and Prevention licenses telehealth providers operating in Sharjah, Ajman, RAK, Fujairah and UAQ.
From roughly AED 400K for a lean licensed platform with a small registered office, scaling with practitioner headcount and platform build/compliance cost.
Typically 3–6 months from application to license, though platform security review and data-hosting compliance can extend this if not prepared upfront.
The consultation platform itself is reviewed for record-keeping, consent capture and in-country data hosting before the license is issued.
E-prescribing is permitted for many conditions, but controlled substances and several other categories are restricted or excluded from remote prescription.
Beyond the standard facility license, telehealth providers need: a licensed physical facility address on record even for virtual-first operations, individual professional licensing for every practitioner delivering remote consultations, platform sign-off covering data security, consent workflows and record retention, in-country hosting compliance for patient data, and Malaffi/NABIDH/Riayati connectivity so remote encounters feed into each patient's national health record.
